Q1 (Early Notification of the Billing Detail): For some reason, I need a photocopy of the bill as soon as it is issued. Can you fax (or send the scanned image of) the bill to me?
A1: Yes, we can. Please tell us you have such needs when you submit your application. Please let us know of the address (fax number), the section name, and the name of the person who receives it, too.

Q2 (Late Payment Charge)

Please let me know how you assess the late payment charge.

The late payment charge will be computed as follows.
Late_Payment_Charge =
Computation_Service_Fee × ((#Days_from_the_Due_Date_to_the_Payment_Date -1) ÷ 365) × Default_Interest_Rate
Please pay the sum of the computing service fee and the late payment charge.
The default interest rate will be printed on the bill which will be issued again after the original due date.
If the late payment charge contains a fraction less than 1 Yen, please omit the fraction.

Q3 (Refund): I have already paid my computing service fee in advance, but I was forced to stop using your computers in the middle of my planned use period. Can you refund the portion of the fee equivalent to the unused months?
A3: In principle, we will not refund any of the fee which has been already paid. We appreciate your understanding.

Q4 (Due Extension): Due to the reasons of the accounting operations on my side, the payment is likely to be delayed. Can you extend the due date?
A4: We are sorry, but our university has strict accounting regulations. Such a deal is not permitted.
If the payment is not done by the due date, the late payment charge will be accumulated. Please submit your application after you realize this rule.

Q5 (Deferred Payment Instead of Advance Payment): My institution is a local public organization. I was told that our accounting regulations do not allow advance payment. May I pay the computing service fee after I receive the services?
A5: We are sorry, but we can accept advance payment only.
In many government organizations and government-owned enterprises, the service fees must be paid in advance.
To cope with this problem, many institutions have some escape clauses in their regulations to permit the advance payment to government organizations and government-owned enterprises. Please consult the accounting section of your institution whether they have such an exception or not.
